October 12, 1999 Haskell asked, '~/hat are the similarities of Emporia and Martinsville?" Assistant City Manager Cashwell replied, "They have many of the same challenges and want to achieve higher levels of economic development. Tobacco and soybean farmers are prominent. They have a council-manager form of government." Council Member Haskell asked, '~Nould you recommend this?" Assistant City Manager Cashwall replied, "1 see no harm. Also, we may want to partner with a Northern Virginia city." Council Member Roop said, "This is a great opportunity for us to learn and for them to learn." Mayor Crabtree said, "This would provide excellent benchmarking." By general consensus with no vote taken, Council agreed to participate in this program.
