October 12, 1999 <br /> <br />Haskell asked, '~/hat are the similarities of Emporia and Martinsville?" Assistant City <br />Manager Cashwell replied, "They have many of the same challenges and want to <br />achieve higher levels of economic development. Tobacco and soybean farmers are <br />prominent. They have a council-manager form of government." Council Member <br />Haskell asked, '~Nould you recommend this?" Assistant City Manager Cashwall replied, <br />"1 see no harm. Also, we may want to partner with a Northern Virginia city." Council <br />Member Roop said, "This is a great opportunity for us to learn and for them to learn." <br />Mayor Crabtree said, "This would provide excellent benchmarking." By general <br />consensus with no vote taken, Council agreed to participate in this program. <br /> <br /> City Manager Reynolds announced the following: Council Work Session <br /> regarding the Landfill, October 14, 1999, 11:00 A. M.; Ribbon Cutting, Farmer's Market, <br /> October 14, 1999, 10:00 A. M.; Ribbon Cutting, American National Bank, October 14, <br /> 1999, 10:30 A. M.; and October 15, 1999, begins Citizens Awareness Week, sponsored <br /> by the Morning Star Holiness Church. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br /> Section 2.1-344 (A) of the Code of VirGinia (1950, and as amended) and upon motion <br /> by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council <br /> convened in Closed Session, for the purpose of discussing the following matter: <br /> <br /> A. Appointments to the Martinsville Transportation Safety <br /> Commission. <br /> B. Possible acquisition of real property for a public purpose where <br /> discussion in an open meeting wo.uld adversely affect Councii's <br /> bargaining position or negotiating strategy. <br /> <br /> At the conclusion of this Closed Session, each member of Council certified that <br /> (1) only public business matters exempt from open meeting. requirements were <br /> <br /> <br />
