owner-occupied unit or his substandard property can be substantially <br />reconstructed. <br /> <br />Temporary relocation may be required in a limited number of rehabilitations where <br />the property will require substantial rehabilitation. Assistance will be provided the <br />occupants in finding and paying for a temporary relocation resource. <br /> <br />D. Substantial Reconstruction <br /> <br />If, during the implementation of the housing rehabilitation program, the City <br />qualifies a family in a dilapidated dwelling that is determined "Unsuitable for <br />Rehabilitation", the City will seek VDHCD approval to substantially reconstruct <br />the house on the same site at a cost not to exceed $28,500 after all other options <br />including relocation have been fully explored and documented as infeasible. <br />Substantial reconstruction will be pursued only upon written approval from <br />VDHCD. The established policy of VDHCD for substantial reconstruction noted <br />below will be followed: <br /> <br />1. The occupants of the house must be the owners of the property. <br /> <br />2. The $28,500 limit of CDBG funds excluding exceptions for water, sewer, and <br /> large-family bedrooms. <br /> <br />3. Strategies such as rehabilitation and reloCation must be explored and <br /> documented as infeasible before this option is exercised. <br /> <br />4. Dwelling must meet the definition of "Unsuitable for Rehabilitation" per the <br /> Program Design. <br /> <br />, <br /> <br />In the case where a contractor has physically begun rehabilitation and it is <br />discovered that conditions are worse than expected, making the. property <br />"Unsuitable for Kehabilitation" by the local definition, the locality may <br />terminate the contract and proceed with "substantial reconstruction" af[er <br />submitting and having approved a written request to VDHCD explaining the <br />situation. <br /> <br />For properties which are determined to be "Unsuitable for Rehabilitation" <br />following the submission of the application to DHCD or during the course of <br />the project, but prior to actual construction, the following process MUST be <br />followed: <br /> <br />The Rehab Specialist must prepare a written itemized cost estimate of <br />the repairs needed to bring the house to Section 8 Housing Quality <br />Standards and the cost must dearly exceed the limitations in the <br />Program Design, or the Rehab Specialist must document that a <br /> <br /> <br />
