construction conferences, issue addenda, bidding, recommendation for contract award, <br />construction inspections, change order <br />approval, pay request approval, and closeout of individual projects. In addition, the <br />Housing Rehabilitation Specialist will be responsible for obtaining electrical certifications, <br />certifying that housing quality standards violations have been alleviated, providing <br />warranties and lead based paint certifications to the Housing Rehabilitation Coordinator <br />and homeowners. The Rehabilitation Specialist shall review the completed work write-up <br />with the property owner and tenant, in the case of rental property, securing a signature <br />from the property owner indicating approval of the proposed improvements. This shall be <br />done prior to bidding the job. <br /> <br />ELIGIBLE AREA <br /> <br />The project service area encompasses the Southside Neighborhood within the City of <br />Martinsville. The applicant must reside in neighborhood or own rental property in order to <br />apply for financial assistance in the rehabilitation of their house. The neighborhood is <br />located west of Memorial Boulevard, and generally consists of properties fronting Knowl, <br />Union, Stultz, Oak, and Askin Streets between Oak Street and Stephens Street. See the <br />attached map for further detail. <br /> <br />ELIGIBILITY FOR ASSISTANCE <br /> <br />The eligibility of an applicant shall be deiermined on the basis of the individual's income, <br />as well as the property location, individual's term of residency or ownership of the <br />property and capability of the property to be rehabilitated. The program will not benefit <br />moderate-income persons to the exclusion of low-income persons. It will not prioritize <br />beneficiaries as to discriminate against large families and female-headed households. <br /> <br />Income Eligibility <br /> <br />An applicant or tenant must meet the following eligibility "tests". <br /> <br />The adjusted gross family income for the previous year cannot exceed 80 percent <br />of the area median income by family size as issued annually by the U.S. <br />Department of Housing, as listed below: <br /> <br />*Number of Persons in Household <br /> 1 <br /> <br />Maximum Income <br /> $21,600 <br /> <br />2 $24,700 <br /> <br />3 $27,800 <br /> <br />4 $30,900 <br /> <br />5 $33,350 <br /> <br />6 $35,80O <br /> <br />2 <br /> <br /> <br />
