Enclosure #1-b TUESDAY, OCTOBER 26, 1999 A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, was held on October 26, 1999, in the Council Chamber, City Hail, beginning at 7:00 P. M., with Mayor Mark Crabtree presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. Following delivery of the invocation by Coundl Member Dallas, Mayor Crabtree welcomed everyone to the meeting. Vice Mayor Teague moved to approve, as amended, the Minutes of the October 12, 1999, meeting; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None. Vice Mayor Teague announced that all Minutes since 1986 are now available on the City's website. Council considered adoption of a Resolution expressing appreciation to The Partnership for Progress for its contribution to the construction of the Farmer's Market. Council Member Haskell moved to adopt the following resolution; the motion was duly seconded and carded by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None: WHEREAS, The Partnership For Progress made a $10,000 contribution to the new City of Martinsville's Farmers Market; and WHEREAS, this contribution from The Partnership For Progress helped to make possible the construction of this facility; and WHEREAS, the new Farmer's Market will anchor the Church Street entrance into the Uptown revitalization area; and WHEREAS, the new Farmer's Market will attract promotions, vendors, customers, visitors and others into the City of Martinsville and in particular the Uptown area, promoting and enhancing the revitalization of the central business district; and
