Council Member Dallas then recognized <br />Lieutenant Steve Joyce, also present, for his efforts in the programs discussed. <br /> <br /> Council next considered a request by the Virginia Department of Corrections to make a <br />presentation to the Sheriff's Department for 100% compliance of State jail standards at both the <br />jail and annex. Mr. Jim Davis of the Virginia Department of Corrections was present to make this <br />award. Mr. Davis stated that he was pleased to present an award for 100% Compliance with State <br />Correctional Standards to both the City Jail and Farm Annex, stating that such awards were <br />difficult to achieve and that he had presented only three such awards in the current year, two of <br />which had been in Martinsville. Mr. Davis stated that, due to the age and condition of the city' s <br />current facilities, this was an even greater challenge to the Sheriff and his staff, and that they had <br />made steady progress toward this point since their inspection in 1997. He stated that this <br />achievement demonstrated tremendous commitment on the part of the officers in the current jail, <br />and further demonstrated the need for a new facility. Mr. Davis then presented the two certificates <br />for meeting all life, safety and health standards to Deputy Bart Hampton, Jail Director. Deputy <br />Hampton then stated that the awards were the direct result of the efforts of the more than 30 <br />dedicated officers and staff of his facility. Sheriff Steve Draper then came forward to present a <br />plaque of appreciation to Mr. Davis for his hard work in helping the jail understand the standards <br />in meeting their goals. Council Member Haskell noted that it was remarkable that the City of <br />Martinsville ' s facility had gamered two of the three full compliance awards in the state. Sheriff <br />Draper then introduced the members of his Jail Staff present, and they received a round of <br /> <br />applause from those present. <br /> <br /> Council next considered adoption of a Resolution supporting the bipartisan Bond <br />Fairness and Protection Act of 1999 and to oppose any federal tax on community- <br /> <br /> <br />
