TUESDAY, JUNE 8, 1999 <br />Council Member Haskell stated that a number of alternatives to the consumer rebate proposed by <br /> <br />Mr. Reynolds had been discussed. Ms. Gloria Hylton then spoke to ask if additional curb and <br />gutter work in the City had been considered as a use of the funds, to include a comprehensive <br />survey of the need for such work. Discussion then occurred concerning locations where such <br />work might be needed, but it was also noted that in some areas where curb and gutter were not in <br />place the residents did not want this improvement, and that it might adversely affect such <br />locations. Council Member Roop asked what the process for adding such work to the budget <br />involved, and was told by the Mayor that a continuing list of curb and gutter work, along with <br />street maintenance work~ was funded each year, and that new requests needed to be added to this <br />list. Mrs. Thelma Pinkard spoke, suggesting that some of these funds be used to provide <br />recreation programs for idle youth. Council Member Dallas then stated that the City' s recreation <br />programs, especially those at Patrick Henry Elementary school and the summer camp program <br />are some of the best kept secrets in Virginia, and that a number of children from Henry County <br />benelated from the programs as well. Council Member Haskell noted that substantial funds were <br />already provided in the proposed budget for recreation and leisure services, and asked Mr. <br />Reynolds to summarize these contributions and efforts, which Mr. Reynolds then did. Mayor <br />Crabtree then stated that the local newspaper had done a very good information insert on the <br />various programs and activities available for children in the community, and that it might be a <br />good idea to have additional copies of this item made and distributed. Mr. Jones again asked <br />Council members how they felt about using rebate funds to improve the intersections he had <br />listed.
