TItURSDAY, JUNE 3, 1999 <br />local cost increase of as much as $5,000 if the position conversion was approved, and stated that he could <br /> <br />support this, but would want to monitor program revenues closely during the year. Council Member Roop <br />stated that he would oppose the position conversion, and moved to remove it from the budget. His motion <br />died for lack of a second. Consequently, the position conversion remained in the budget. <br /> <br /> Mr. Reynolds then stated that it had been observed in the discussions of the prior week that the City <br />never sustained a full personnel compliment throughout the course of a fiscal year, which always resulted in <br />significant savings in personnel costs over that which had been budgeted. He stated to Council that he would <br />be pleased to carry out a comprehensive staffing and operations study during the coming fiscal year, using an <br />independent source for the work, at a proposed cost of $75,000. Mayor Crabtree stated that he would like to <br />have an opportunity to hear reports from each of the departments on their operations and staffing. Mr. <br />Reynolds noted that there were a number of operational areas in which reductions in staffing would not result <br />in savings, due to the source of the support for these operations, such as the Street Maintenance Fund. Vice- <br />Mayor Teague then stated that the general public did not have a full appreciation for how hard the Council <br />and the City Manager had worked over the last several years to reduce costs of operations, and that Council <br />and staff needed to do a better job of telling this story. Council Member Dallas took this opportunity to <br />thank Mr. Rinaldi and his staff for doing such a great job, stating that Mr. Rinaldi had brought a new <br />perspective to the community that had never been seen, and that the City now had a tremendous recreation <br />program for a City of its size. He added that Mr. Rinaldi had proven to be a real friend of the Martinsville <br />Recreation Association as well. <br /> <br /> Council next considered the request for a new position in the Housing Department, that of a Rental <br />Assistance Worker for the housing voucher~am.
