TUESDAY, MAY 25, 1999 <br />Fund there was further discussion of the possible use of $220,000 of the AEP Rate Rebate to provide a <br />rebate of funds to the electric utility customers. Council Member Roop asked if Council had approved the <br />proposed transfers of funds to the Prison Farm Fund and the Street Maintenance Fund, and Mr. Bartlett <br />stated that these had not been done, although the City' s financial advisor, Davenport, Inc. had <br />recommended that both these transfers be accomplished in the current fiscal year, so that the <br />improvements would show up in the City's next audit. Council agreed that they would act on these <br />transfers at their next meeting. Under the Water Fund, Council Member Haskell noted new revenues as a <br />result of an antenna lease on a water tower. Mayor Crabtree, in observing Sewer Fund revenues, stated <br />that a rate increase in this utility would soon need to be discussed. Council Member Roop stated that he <br />would prefer to offset this issue with the $220,000 in funds from the AEP Rebate. Vice-Mayor Teague <br />stated that he would prefer to consider gradual rate increases. Mr. Bartlett stated that use of the AEP <br />Rebate Funds would cover the needed increases for about two years. Vice-Mayor Teague stated that the <br />sewer rates were currently being supplemented with revenues from other funds, and that this ought to be a <br />self-sustaining fund. Council Member Roop stated that there was, nevertheless, an opportunity to delay <br />rate increases with the AEP funds.
