TUESDAY, MAY 25, 1999 of pay, and that none of the employees well below mid-point in the plan would make progress relative to all those who were at or above mid-point. Council Member Dallas stated that the City should provide the 3.5% increase and support the difference in cost, for the benefit of all the employees. Council Member Roop stated that although it was important to do market comparisons and look at compensation in other jurisdictions, and though he did not want to disturb the integrity of the pay plan, he would like to see Council consider the 3.5% increase suggested by Council Member Dallas. Council Member Haskell asked what fiscal impact the 3.5% increase would have, and Mr. Bartlett replied that it would cost an additional $60,000 beyond the figures in the recommended budget for the upcoming year. Council Member Haskell then asked what had been provided in compensation increases in the previous year. Mr. Bartlett replied that 3.3% had been provided in October and 4% in July of 1998. Council Member Dallas then moved to provide a 3.5% pay increase within the plan formula. This motion received a second, and the following vote defeating the motion, all members voting: Vote: 2-3 Yeas: (2) Dallas, Roop. Nays: (3) Crabtree, Haskell, Teague. An increase in compensation for City employees of 2.95% through the Pay Plan formula was then moved, and approved by the following vote, all members voting: Vote: 4-1 Yeas: (4) Crabtree, Haskell, Roop, Teague. Nays: (1) Dallas. Council agreed that no vote would be taken on the use of the rebate funds at this meeting. Council next took up further discussion of the FY 99-00 Budget. Items covered included estimates on State revenues for various Constitutional offices, potential grant funds to support the purchase of a Quick Response Unit for the Fire Department and Mobile Data Terminals for the Police Department, education
