Council Member Dallas stated that the City should provide the <br />3.5% increase and support the difference in cost, for the benefit of all the employees. Council Member <br />Roop stated that although it was important to do market comparisons and look at compensation in other <br />jurisdictions, and though he did not want to disturb the integrity of the pay plan, he would like to see <br />Council consider the 3.5% increase suggested by Council Member Dallas. Council Member Haskell <br />asked what fiscal impact the 3.5% increase would have, and Mr. Bartlett replied that it would cost an <br />additional $60,000 beyond the figures in the recommended budget for the upcoming year. Council <br />Member Haskell then asked what had been provided in compensation increases in the previous year. Mr. <br />Bartlett replied that 3.3% had been provided in October and 4% in July of 1998. Council Member Dallas <br />then moved to provide a 3.5% pay increase within the plan formula. This motion received a second, and <br />the following vote defeating the motion, all members voting: <br /> <br />Vote: 2-3 <br /> <br />Yeas: (2) Dallas, Roop. <br /> <br />Nays: (3) Crabtree, Haskell, Teague. <br /> <br />An increase in compensation for City employees of 2.95% through the Pay Plan formula was then moved, <br />and approved by the following vote, all members voting: <br /> <br />Vote: 4-1 <br /> <br />Yeas: (4) Crabtree, Haskell, Roop, Teague. <br /> <br />Nays: (1) Dallas. <br /> <br />Council agreed that no vote would be taken on the use of the rebate funds at this meeting. <br /> <br />Council next took up further discussion of the FY 99-00 Budget. Items covered included estimates on <br />State revenues for various Constitutional offices, potential grant funds to support the purchase of a Quick <br />Response Unit for the Fire Department and Mobile Data Terminals for the Police Department, education <br /> <br /> <br />
