J, 22 <br /> <br /> TUESDAY, MAY 25, 1999 <br />used to provide a 3.5% across-the-board salary increase for City employees, as opposed to the average <br /> <br />2.95% proposed in the budget, at an additional cost of $60,000. He further proposed that $50,000 of the <br />funds be committed to a Schools Special Projects fund, and the balance orS110,000 be returned to the <br />General Fund to improve the General Fund Balance. Council Member Dallas stated his belief that the <br />City should share the benefit of these funds with the School System and the employees. There was no <br />further discussion or action on this suggestion at this time. <br /> <br /> A comment from the floor was then received, from Mrs. Gloria Hylton. Mrs. Hylton stated her <br />request that Council reappoint her to the Blue Ridge Regional Library Board. <br /> <br /> Council next considered the need to meet in Executive Session. In accordance with Section 2.1- <br />344 (A) of the CODE OF VIRGINIA (I950, and as amended) and upon motion, duly seconded, and by <br />unanimous recorded vote, Council convened in Executive Session, for the purpose of discussing the <br />following matter: <br /> <br /> A. A personnel matter under the jurisdiction of the City Council, as authorized by Subsection 1. <br /> <br /> At the conclusion of this Executive Session, each member of Council certified that (1) only public <br />business matters exempt from open meeting requirements were discussed in said Executive Session; and <br />(2) only those business matters identified in the motion convening the Executive Session were heard, <br />discussed, or considered during said Session. <br /> <br />Following their return to open meeting Council took the actions below, by the following votes: <br /> <br />A. No action. <br /> <br /> <br />
