(b) <br /> <br />whatsoever, he shall be guilty of a Class 4 misdemeanor. <br />Nothing herein shall be construed as prohibiting any parents, <br />guardian or other responsible person, having lawfully in his <br />custody a child twelve (12) years old or younger, from <br />accompanying such child who is playing "trick or treat," for the <br />purpose of caring for, looking after or protecting such child. <br />If any person shall engage in the activity commonly known as <br />"trick or treat" or any other activity of similar character or nature <br />under any name whatsoever after 9:00 P. M. or on a day other <br />than Halloween (except when Halloween falls on a Sunday and <br />City Council has by proclamation declared that Halloween shall <br />be celebrated on the preceding Saturday), he shall be guilty of <br />a Class 4 misdemeanor. <br /> <br />Council considered items related to the Southside Comprehensive Community <br /> <br />Development Block Grant Project. Wayne D. P. Knox, Planning, Zoning, & Housing <br /> <br />Manager, stated, "Each time we participate in this project, we must complete these <br /> <br />items.. The official contract signing is planned for November 12, 1999. The most visible <br /> <br />will be the street work. We will look for local contractors and subcontractors." Coundl <br /> <br />Member Haskell asked, "Do you plan to displace two units?" Mr. Knox replied, "No, I <br /> <br />project only one." Coundl Member Roop asked, 'M/hen they're displaced, do they <br /> <br />decide where they go?" Mr. Knox replied, "Yes, but there are guidelines. The project <br /> <br />pays the difference between the new rent and the former rent." Council Member Dallas <br /> <br />asked, '~Vhat is the relationship of the CDBG and the Cdtical Care program." Mr. Knox <br /> <br />replied, "The CDBG is over Cdtical Care." Council Member Dallas said, "In Danville, <br /> <br />incentives were included. Will this hurt our project?" <br />Member Roop asked, "Regarding contractors, is <br /> <br />Mr. Knox replied, "No." Coundl <br />there a list of guidelines and <br /> <br />regulations?" Mr. Knox responded, "Yes. There are no side deals." Council Member <br />Dallas moved to adopt the following resolution; the motion was duly seconded and <br /> <br /> <br />
