The <br />request is for a 190-foot tall steel telecommunications monopole structure, with <br />a 9-foot tall lightning rod atop the structure, with related equipment cabinets <br />and buildings. They also requested the use of a "Cell on Wheels (C.O.W.)" as <br />a temporary facility while the permanent monopole and related equipment is <br />being constructed. This structure has a maximum height of 135 feet. The <br />siting of a telecommunications facility in an M-2 Manufacturing District is <br />permitted under the City's Telecommunications Ordinance. Due to the <br />proposed siting of the structure, the applicants also requested a 200-foot <br />variance to the 300-foot setback requirement from any residentially zoned <br />district. <br /> <br />At the Public Heating it was noted that in order to assure compliance with <br />Virginia Code Section 15.1-491 (g), it is stated that the public purpose for <br />which this Resolution is initiated is to fulfill the requirements of public <br />necessity, convenience, general welfare and good zoning practice. <br /> <br />Following discussion of the matter, the Planning Commission voted <br />unanimously (5 to 0) to recommend to City Council that the Special Use <br />Permit be granted as requested, with the following conditions: <br /> <br />Recreation <br />656-5140 <br />656-5280 FAX <br /> <br />Senior Services <br />656-5260 <br />656-5280 FAX <br /> <br />Water Resources <br />656-5157 <br />656-5280 FAX <br /> <br />Other Inquires <br />656-5000 <br /> <br />AREA CODE <br /> <br />1. The mature vegetation to the north and west of the proposed facility remain <br /> as a visual barrier. <br />2. The color of the new monopole will be industrial gray. <br />3. If lighting is required on the monopole, by the FAA, the light will be <br /> positioned to reflect upward. <br />4. A landscaping plan around the facility will be submitted for approval by <br /> the Planning Commission staff. <br />5. Any changes to the design of this facility or it conditions will be submitted <br /> for approval to the Martinsville Planning Commission. <br />6.
