City <br />Manager Reynolds stated that he had faxed the proposed Ordinance to Benny <br />Summerlin, Deputy County Administrator, County of Henry. Bob Phillips, Safety <br /> <br />Director, presented a Halloween Safety Guideline booklet, and stated, "My biggest <br />recommendations' are: I - seek alternatives; 2 - drivers do so very slowly; 3 - adults <br />have designated drivers, if necessary; 4 - homeowners should clean up their yards; and <br />5 - parents should teach their children to 'stop, drop, & roll' and inspect their candy." <br />Council Member Dallas asked, 'M/ill this booklet be available to the schools?" Mr. <br />Phillips replied, "Yes." <br /> <br /> Council considered designating a voting delegate and alternate for the Virginia <br /> <br />Munidpal League Conference. <br />their unavailability to attend. <br /> <br />Council <br /> <br />Mayor Crabtree and Vice Mayor Teague both voiced <br /> <br /> Member Dallas moved that Coundl Member <br /> <br />Haskell be the voting delegate and Council Member Roop be the alternate; the motion <br /> <br />was duly seconded and carried by the following vote, with all present members voting: <br /> <br />Vote 4 - 0; Yeas (4) - Crabtree, Dallas, Roop, Teague; Nays (0) - None; Absent (1) - <br /> <br />Haskell. <br /> <br />The following staff report was presented: <br /> <br />John Dyches, Director of Water Resources - "In 1996, Congress <br /> amended the Safe Drinking Water Act to require that all <br /> community water systems deliver to their customers a brief <br /> annual water quality report, which is also referred to as a <br /> 'customer confidence report (CCR)'. The City's report for <br /> calendar year 1998 will be mailed within the next several <br /> weeks. The report contains general information, sources <br /> and treatment, water quality reports, and education <br /> regarding lead and trihalomethanes in ddnking water. The <br /> City had no violations during 1998." <br /> <br /> <br />
