(See Enclosure # 1-a and # l-b) <br /> <br /> II. <br /> <br />III. <br /> <br />IV. <br /> <br />Business from the floor. <br /> <br />Consider adoption, on second reading, of Ordinance No. 99-9 <br />amending Chapter 13--Offenses-Miscellaneous, Article I--In <br />General, Section 13-15--Prohibited Trick or Treat Activities, <br />Subsection (b) of the City Code. (See Enclosure #2) <br /> <br />Consider the following items related to the Southside Comprehen- <br />sive Community Development Block Grant Project:: <br /> <br />A. Adoption of a Resolution to further fair housing opportunities. <br /> (See Enclosure #3-a) <br /> <br />B. Adoption of a Residential Anti-Displacement and Relocation <br /> Assistance Plan. (See Enclosure #3-b) <br /> <br />C. Adoption of a Local Business and Employment Plan. <br /> (See Enclosure #3-c) <br /> <br />D. Adoption of a Section 504 Grievance Procedure. <br /> (See Enclosure #3-d) <br /> <br />COMMENTS: These are routine requests to comply with grant <br />regulations. We recommend that Council adopt each as prepared <br />by our consultant, Ken Poore. <br /> <br />Consider authorizing the City's participation in the formation of a <br />Workforce Investment Area consisting of the Cities of Martinsville <br />and Danville and the Counties of Henry, Patrick and Pittsylvania. <br />(See Enclosure #4) <br /> <br />COMMENTS: The current program that provides workforce train- <br />ing opportunities through the Central Piedmont Employment <br />Consortium will be phased out as of June 30, 2000. The Federal <br />government has mandated a new program titled the Workforce <br /> <br /> <br />
