116 <br /> MONDAY, MAY 24, 1999 <br /> <br />upon the progress that had been made with the plan to this point, the next time a market survey was done it <br />would be less labor intensive. Mr. Reynolds then pointed out that savings in unexpended personnel funds as <br />a result of the departure of the former Human Resources Manager had been used to fund the market survey <br />this year, and that even if this change in personnel had not taken place the survey would have been done <br />earlier in the year. Mr. Cook stated that the market survey was not a complicated process, but it did take <br />time to accomplish. Council Member Roop asked how often such a market survey would have to be done if <br />the City still used a step and grade plan, and was told every one to two years. Council Member Roop then <br />stated that he did not recall any such surveys being done in the past with the former step and grade plan, nor <br />did he recall any such compensation adjustments as those that had been made in the previous October. Mr. <br />Wade Bartlett, Finance Director, stated that the City could go back to a step and grade plan if it was willing <br />to support it through regular Consumer Price Index and Cost of Living Adjustments that were not necessarily <br />related to actual market conditions. Vice-Mayor Teague stated that he recalled complaints ab6ut inequities <br />in the former step and grade plan. Mrs. Read stated that in such a plan there had to be strong credibility in <br />the evaluation process related to the pay-for-performance element. Council Member Roop asked if the <br />market based plan contained professional development criteria, and Mrs. Read replied that this was a <br />separate issue. Vice-Mayor Teague asked whether pay adjustments were provided in situations where <br />educational achievement or certifications were accomplished, and was told that they were in those positions <br />where such certifications were directly related to job requirements. Council Member Roop asked whether <br />anyone had ever been hired in under the market based plan and compensated at the same level as someone <br />who had been in the system for years. Mrs. Read replied in the affirmative, stating that positions were <br />compensated under the principle of market tomparables. Mayor Crabtree added that it was a market based <br />plan, not a longevity based plan. Mr. Reynolds then stated that the market based plan had been a progressive <br />effort over the past five years, and although there had been some problems the staff had worked through <br />them. He emphasized that the City now had a credible compensation program, and that employees seldom <br />left the City for more money elsewhere.
