In closing his presentation Mr. Pike invited all the <br /> <br />Council Members to come to the VMNH and see the design work on the new building. <br /> <br /> In revisiting the earlier discussion on the budget for the E-911 Center Vice Mayor Teague then <br />commented that, by his calculations, $.38 would need to be added to the per customer line charge 911 Tax to <br />fully recover the cost of operations for the system. <br /> <br /> Council next considered the budget request of Piedmont Community Services, as presented by ks <br />Executive Director, Mr. Jim Tobin. Mr. Ray Dietz, Chairman of the Piedmont Community Services Board, <br />was also present for the discussiork Mr. Tobin began by stating that there had been a 9% increase in demand <br />for services through his organization, and that clients being seen had more problems and greater disabilities. <br />He then noted that many dollars found in his budget were not part of his operation monies, but were instead <br />pass through funds from other sources for services authorized by his staff from other providers. He noted, <br />however, that the PCS operating budget request was up about 10% from the previous year. Mr. Tobin then <br />discussed progress on the ongoing renovation and expansion of the PCS offices and facilities, stating that the <br />work, being done by Stanley Bowles Construction, was going well, and that its completion and the <br />consolidation of operations from four different locations should occur in December of 1999. He then noted <br />that the organization needed to generate at least. 10% of their funds from the local level in order to achieve <br />full funding from the State. Council Member Haskell then asked how many hospital patients had been <br />released back to the community due to cutbacks in funding for State Hospitals for the mentally ill. Mr. <br />Tobin replied that there had been hundreds, and that many were released af[er shorter stays. He noted ten or <br />twelve long-term hospital care cases he had seen that had been real challenges in service provision. Mr. <br />Tobin then closed by stating that he would come back to Council in about 30 days to get approval of the <br />required annual contract for services.
