TUESDAY, MAY 4, 1999

clerical position was included in the budget, to replace a part-time position that had been provided for in
previous years. He noted that the need for the position was based on increased program activities, and would
be provided for through increased program revenues as well as savings from the deletion of the part time
position. Council Member Haskell then asked about the budget for Hooker Field, beyond the recent capital
improvements there, and was told that an additional $9,000 for materials and supplies for the field was
included in the new budget. Ms. Betsy Pace, Senior Services Coordinator, then discussed the Seniors
programs, highlighting the fact that a new eight-passenger, wheel chair lift equipped seniors van would soon
arrive to replace a ten year old vehicle, and would be providing transportation to an average of 15 persons
per day. Mr. Rinaldi noted that the total cost of the vehicle had been $37,000, but that the local Area
Agency on Aging had paid all but $9,500 of the cost. Ms. Pace stated that the Senior Advisory Committee
had also contributed $2,000 towards its purchase, but emphasized that the City would have full ownership of
the vehicle. Ms. Pace closed with a discussion of several upcoming seniors programs and events.

Council next considered the budget for the Central Stores operation, as presented by Gary Via,
General Services Administrator. Council Member Haskell asked how the City' s new debit card purchasing
program was proceeding, and was told that work on this program had been delayed due to other work related
to requirements of bringing on the new computer system and work with the Finance Department. Mr.
Reynolds noted Mr. Via's involvement in a great number of activity areas of the City and that he had also
recently achieved certification as a Buyer and Purchasing Officer.

Council then briefly discussed a Virginia Department of Transportation Public Heating on the

Liberty/Clearview intersection improvements at 4:30 p.m. that afternoon, and adjoumed their budget session.

Assistant City Manger and Clerk of Council

Mayor
