TUESDAY, MAY 4, 1999 <br /> this related to the amount of time officers were having to spend in court. Chief Edwards stated that he was <br /> working with the Commonwealth' s Attorney to try to reduce these costs. <br /> Council next considered the budget of the Human Resources Department, as presented by Human <br /> Resources Manager Iris Read. Mr. Reynolds introduced Mrs. Read, a recently hired employee, and noted <br />.~-~. that she brought thirty years of human resources experience from her former position in Guilford County, <br /> North Carolina. Elements of the Human Resources budget discussed included group medical costs for <br /> retirees, various employee benefit programs, and pending health care proposals. Priorities mentioned for the <br /> coming year included update of the employee pay plan and employee policies and procedures. <br /> Council next considered the budget for Customer Services, as presented by Mrs. Brenda Prillaman. <br /> Elements of the Customer Service budget presented included the Employee Service Excellence Awards, <br /> Customer Service Training through the Patrick Henry Community College, and activities of the Employee <br /> Communications Team. Council Member Haskell asked about the status of this year' s Citizen Satisfaction <br /> Survey, and was told that this was currently being planned with assistance from the Patrick Henry <br /> Community College for tabulation of the results. Mrs. Prillaman also mentioned that the next City news <br /> letter would focus on the issue of Y2K preparedness. Council Member Dallas then thanked Mrs. Prillaman <br /> for the good job she was doing. <br /> <br /> Council next considered the budget of the Fire Department, as presented by Fire Chief Jerry Brock. <br /> Chief Brock began by advising Council of a vacancy in the department created by the departure of Fire <br /> Marshal Donald Draper, who had recently taken a position with the State Fire Marshal' s office. Council <br /> Member Haskell asked whether pay and benefits had been the primary reason for Mr. Draper's departure, <br /> /"' and was told that it had been. Chief Brock then reviewed activities of the department over the past year, and <br /> <br /> noted particularly the value of the First Responder capability, which had clearly had a dramatic impact on <br /> increase in calls for service. Council Member Haskell asked how work was progressing with the <br /> Martinsville-Henry County Rescue Squad, and was told that Clarence Monday was working closely with the <br /> squad to improve levels of certification of its members, in order to meet State standards.
