TUESDAY, MAY 4. 1999 <br /> <br /> A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, May 4, 1999, in the CounciI Chamber, City Hall, beginning <br />at 9:00 A.M. The purpose of the meeting was to consider elements of the City's FY 1999/2000 budget. All <br />members of Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, Vice-Mayor; and <br />Council Members Bruce H.T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br /> Council' s agenda provided for discussions of the budget requests of the City Sheriff's Department, <br />Commonwealth's Attorney, Circuit Court Clerk, City Council, City Manager, Human Resources, Customer <br />Service, Information Services, Finance Department, Police Department, Fire Department, Safety Office, <br />Leisure Services and Facilities, Senior Services, Community Development, Housing, and Purchasing/Stores <br />operations on this occasion. <br /> <br /> First to be heard was the City Sheriff's Office. Sheriff Steve Draper began his presentation with a <br />review of State Compensation Board funding, noting little change from the previous year. Council Member <br />Haskell asked about personnel cost figures, and was told that the budget provided for salary increases as <br />stipulated by the State, with 13.6% salary increases for all deputies, 4% of which was Cost of Living <br />increase, and 6.2% increases for all other employees. Vice-Mayor Teague noted that in net local costs the <br />sheriffs costs showed an increase of 8-9%. SheriffDraper agreed that this was the case, and stated that there <br />were four sworn officers serving as paramedics that were only eligible for 6.2% increases from the State and <br />that he had included the difference, from local funds requested, to provide for 13.6% increases for these <br />deputies as well. Wade Bartlett, Director of Finance, noted decreases in numbers of prisoners and in <br />Electronic Incarceration Program participation, which also contributed to the higher share of local costs. <br />Some discussion then took place concerning possible efforts to acquire additional inmates from other <br />jurisdictions to help increase revenues, which the Sheriff said he was working on. Council Member Haskell. <br />asked the Sheriff to find out what arrangements Hemy County had made for its excess inmate population and <br /> <br /> <br />
