TUESDAY, APRHj 27, 1999 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor Mark A. <br /> <br />Crabtree presiding, was held Tuesday, April 27, 1999, in the Council Chamber, City Hall, beginning at 3:00 <br />P.M. The purpose of the meeting was to consider items related to the City's FY 1999/2000 budget. The <br />primary topic of this meeting was the presentation of the proposed budget for the City School System, as <br />presented by Dr. Ira Trollinger, Superintendent of Schools. All members of Council were present: Dr. Mark <br />A. Crabtree, Mayor; M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, Elizabeth H. <br />Haskell, and Terry L. Roop. <br /> <br />Mayor Crabtree opened the meeting and yielded the floor to Dr. Trollinger. Dr. Trollinger began his <br />presentation by stating that this was his third year as Superintendent, and that he felt City Council had made <br />education the top priority in the City. He then provided a budget overview of the proposed FY 1999-2000 <br />School System Budget, listing new programs and initiatives that were provided for. Council Member <br />Haskell commented that she believed the added technology support planned for teacher instruction was an <br />excellent idea, and Dr. Trollinger then elaborated on this effort, further discussing the use of technology for <br />reading development. Dr. Trollinger described efforts in these areas as impact achievement versus a more <br />institutional approach. Council Member Roop asked aboui recent media comments on the inaccuracy of <br />some text books being used, and Dr. Trollinger responded by stating that these books were not being used as <br />the exclusive source of instructional material, and that they were being augmented by other material. Mayor <br />Crabtree commented that he had seen good leadership in every school and achievement of stated goals. Dr. <br />Trollinger thanked him, and noted that there would be a greater effort in the coming year to get the word out <br />to the public about the accomplishments of the school system and the achievements of the children. Dr. <br />Trollinger then highlighted accomplishments of the current school year, starting with the Albert Harris <br />School renovation project, and responded to questions concerning the project schedule, planning efforts and <br />staff involvement, and the ultimate shifting of grades and classes to the school at the start of the FY 2000- <br />2001 school year.
