TUESDAY. APlill, 13, 1999 <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, April 13, 1999, in the Council Chamber, City Hall, <br />beginning at 7:00 P.M. The following members of Council were present: Mark A. Crabtree, rvIayor, M. <br />Gene Teague, Vice Mayor, and Council Members Bruce H.T. Dallas and Terry L. Roop. Council <br />Member Elizabeth H. Haskell was absent due to travel outside the City. <br /> <br /> Following delivery of the Invocation by Council Member Dallas, Mayor Crabtree extended a <br />cordial welcome to all in attendance. <br /> <br /> Council first considered approval of minutes of City Council' s meeting of March 9, 1999. These <br />minutes were approved as submitted, by the following vote, all members voting: <br />Vote: 4-0 <br /> <br />Yeas: (4) Crabtree, Dallas, Roop, Teague. <br /> <br />Nays: (0) None <br /> <br /> Council next considered presentation of a Life Saving Medal by the Police Department to Police <br />Officer Ellcry E. Hooper for his prompt and decisive actions resulting in saving a life. Chief of Police <br />David Edwards was present to read a citation and award the medal. ChiefEdwards stated that Officer <br />Hooper's quick response when dispatched recently to a house on Katheren Street probably resulted in <br />saving the life of Mr. Oscar Thompson, who was having trouble breathing. Mr. Thompson was also <br />present, and thanked Officer Hooper for his assistance. Mayor Crabtree also thanked Officer Hooper on <br />behalf of Council, and congratulated him on his award. Officer Hooper expressed his deep appreciation <br />for the recognition received. <br /> <br />Council next considered business from the floor. There were no speakers. <br /> <br /> <br />
