Enclosure #1 <br /> <br /> TUESDAY, JULY 27, 1999 <br /> <br /> A regular, semi-monthly meeting of the Council of the City' of Martinsvi!le,. <br />Virginia, was held on July 27, 1999, in the Council Chamber, City Hall, beginning at 7:03 <br />P. M., with Mayor Mark Crabtree presiding. Council Members present included: Mark <br />A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council Members Bruce H. T. <br />Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br /> Following delivery of the invocation by Mayor Crabtree, he welcomed the new <br />Clerk of Council, Johnathan B. Phillips. <br /> <br /> Council first considered business from the floor. One Park Street resident spoke <br />to express appreciation for the City's cooperation with Southside residents. <br /> <br /> Council Member Dallas moved to approve, as printed, the Minutes of the April <br />26, 1999, April 27, 1999, April 27, 1999, and April 29, 1999, meetings; the motion was <br />duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; <br />Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays - (0) None. <br /> <br /> Council considered adoption of a Resolution requesting twenty-five percent <br /> reimbursement to the City from the State Board of Corrections upon construction of a <br /> new jail facility in the City. City Sheriff Steve Draper stated that the total number of <br /> needed beds is less than originally projected. Council Member Haskell requested that <br /> the total cost of the project be presented within 60 days. Vice Mayor Teague moved to <br /> adopt the following Resolution; the motion was duly seconded and carried by the <br /> <br />following vote, with all members voting: <br />Haskell, Roop, Teague; Nays- 0 None; <br /> <br />Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br /> <br />WHEREAS, the City of Martinsville constructed a municipal <br />complex including an eighteen-bed jail facility in 1968, which jail <br /> <br /> <br />
