Enclosure #1 <br /> <br />DRAFT <br /> <br />RESOLUTION <br /> <br />WHEREAS, the City of Martinsville constructed a municipal complex <br />including an eighteen-bed jail facility in 1968, which jail facility was <br />over capacity at the time it was occupied and has since been double- <br />bunked to allow for thirty-six beds; and <br /> <br />WHEREAS, the City of Martinsvitle constructed a detached addition to the <br />jail with a capacity of thirty beds in 1997; and <br /> <br />WHEREAS, the City of Martinsville also operates a jail farm with a <br />capacity of thirty-one beds; and <br /> <br />WHEREAS, it has become increasingly difficult and costly to transport <br />prisoners to other localities in the absence of local bed space; and <br /> <br />WHEREAS, the present eighteen bed facility poses a danger to employees, <br />the public, and inmates housed therein, and is in need of replacement; <br />and <br /> <br />WHEREAS, the City of Martinsville has been involved in a local jail <br />planning study since October 1995 and has committed over $100,000 to <br />this process; and <br /> <br />WHEREAS, it has been determined that a new 208 160 bed jail facility <br />should be constructed to replace the current jail and jail farm to meet <br />the projected needs of our community through 2006 2010 at a budget of <br />$10.6 million; and <br /> <br />WHEREAS, the City desires to secure State funding to assist with the <br />construction of this 208 160 bed jail facility in the City as allowed by <br />Title 53.1-82.2 of the Code of Virginia which provides twenty-five <br />percent reimbursement of the eligible capital costs of $10,380,000 by <br />thc Statc which is $2,595,000; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled , that it does hereby request <br />approval for the project from the State Board of Corrections and does <br />further agree to meet other requirements specified in Title 53.1 of the <br />Code of Virginia which would entitle the City to receive the State's <br />twenty-five percent reimbursement for capital costs of this project. <br /> <br />Attest: <br /> <br />, , , , , , <br /> <br />Clerk of Council Date Adopted <br /> <br /> <br />
