Hamed, Assistant to the City Mgr. for <br />Development <br /> <br />Overall Economic Development Program Priodty Projects <br />1999-00 <br /> <br />West Piedmont Planning Distdct Commission <br /> <br />The City of Martinsville, Overall Economic Development Program Priority Projects for <br />1999-00 and the corresponding list for 1998-99 are forwarded herewith for your review <br />and recommendation to City Council. The West Piedmont Planning District has <br />requested our pdodty list, with City Councirs letter of endorsement no later than <br />February 26, 1999. Therefore we are requesting action by City Council at their <br />February 23rd meeting. <br /> <br />The significant changes from last year are: <br /> <br />Priority 1 Projects <br /> <br />· Development of the Rives Road Industrial Park has been updated to reflect our <br /> ongoing commitment to this project. Depending upon the timing, some grant and/or <br /> low cost loan opportunities may be available. The availability of rail service <br /> enhances the value of this park and ddves the need to move forward aggressively. <br /> <br />· Clearview Business Park (CBP) funding has been changed to grade the remaining <br /> two sites. The breakdown of anticipated funding is $500,000 from the U.S. <br /> Economic Development Administration (EDA) and/or the Virginia Department of <br /> Housing and Community Development (DHCD). These anticipated sources of <br /> funding are speculative. We believe that we are well positioned with DHCD and that <br /> CBP meets their criteda for funding. The number of additional jobs created is 200. <br /> <br />· The Farmers Market has been added as a Priodty I project. The upgrading and <br /> relocation of the Farmers Market was proposed in the UDTown Action Plan <br /> developed in 1994. The Martinsville Uptown Revitalization Association and the <br /> Extension Service have endorsed this project. It is our belief that substantial private <br /> funding may be available for this project. A design has been developed based on <br /> markets in Salem, Bedford, Greensbore and Rocky Mount. <br /> <br />· Certification and redevelopment of vadous brownfield sites (i.e., Fayette St. truck <br /> terminal site, Stading Ave. hospital site, Rives Road Industrial Park and old <br /> Amedcan Furniture site) has been deleted. Our reapplication for an EPA <br /> Brownfields Assessment Demonstration Pilot grant was unsuccessful. This <br /> program is designed for large metropolitan, publicly owned sites. <br /> <br />· The Rails to Trails ISTEA project remains to reflect our continuing efforts on this <br /> project. We have received Phase I approval for $75,000 and Phase 11 approval for <br /> $280,000. We have finalized the contractual agreement with VDOT. We submitted <br /> our Phase III application for $205,000 in January. The total is unchanged at <br /> $560,000 <br /> <br />Priority 2 Projects <br /> <br />There were no changes in the Pdodty 2 projects. <br /> <br />Priority 3 Projects <br />There were no changes in the Pdodty 3 projects. <br /> <br />As the WPPD reminds us the OEDP project list is necessary to maintain our positioning <br />for EDA funding. Also, the OEDP and its priodtized project list will maintain our status <br />as a Redevelopment Area. Your review and consideration is appreciated. <br /> <br /> <br />
