V. Consider making two appointments to the Martinsville School Board. <br /> <br />VII. <br /> <br />VIII. <br /> <br />IX. <br /> <br />COMMENTS Council conducted a Public Hearing at its June 8 meeting to <br />receive nominees for these two positions. There was no interest expressed by <br />anyone except for the two current members whose terms expire June 30, 1999- <br />Charles W. Davies, Jr. and Bemie F. Gray, Jr. These two appointments will be <br />for three-year terms ending June 30, 2001. <br /> <br />Consider adoption, on second reading, of Ordinance No. 99-5 establishing the <br />City's Budget and Tax Rates for Fiscal Year 1999-2000. (See Enclosure #4) <br /> <br />COMMENTS We recommend that Council adopt the Ordinance on second <br />reading. <br /> <br />Consider adoption, on second reading, of Ordinance No. 99-6 amending Chapter <br />18--Solid Waste, Article II-Refuse, Section 18-24--Fee Schedule of the City <br />Code related to the rate per ton tipping fee at the City's Landfill. <br />(See Enclosure #5) <br /> <br />COMMENTS: We recommend that Council adopt the Ordinance on second <br />reading. <br /> <br />Consider adoption, on second reading, of Ordinance No. 99-7 mending Appen- <br />dix D-2--Schedule of Connection Charges of the City' s Terms and Conditions <br />for Water and Sewer Service. (See Enclosure #6) <br /> <br />COMMENTS: We recommend that Council adopt the Ordinance on second <br />reading. <br /> <br />Consider adoption, on an emergency basis, Ordinance No. 99-8 establishing a set <br />monthly rate of pay for City Council Members to replace the set rate per meeting <br />currently used in order to comply with the Code of Virginia. (See Enclosure #7) <br /> <br />COMMENTS: Sections 15.2-1414.5 and 15.2-1414.6 of the Code of Virginia <br />were amended to become effective October 1,1998, requiring that Councils <br />establish an annual salary payable in twelve months installments for its members. <br />City Council is currently paid an established amount per meeting. The City <br />Attorney has recommended that the Mayor's salary should be set at $583.33 per <br />month and the Council Members salary be set at $541.67 per month beginning <br />July 1, 1999, which conforms to the current salary caps established in the City <br />Charter. As a part of the budget adoption for the next fiscal year, the monthly <br />salary for the Mayor and Members of Council must be established. <br /> <br /> <br />
