Barton Street, which lies, between <br />W. Church Street and Fayette Street. <br /> <br />At the Public Hearing it was noted the City of Martinsville owns the entire <br />block bounded by Church, Fayette, Market and Moss Streets, except that <br />owned by James C. Stone and R. Floyd Gravely. The City is requesting <br />the abandonment in order to minimize the topographical area between <br />Barton and Market Streets and bring the grade to that of the remainder of <br />the block. This would maximize the marketability of the parcel for a <br />possible multi-purpose site. <br /> <br />Mr. Stone, owner of the parcels on which Fuller Tire is located, expressed <br />concern that his tenant did not wish to relocate and that the transfer trucks <br />delivering tires exited by way of Barton Street. Mr. Gravely, oWner of the <br />property on which the car wash is located, suggested he would be willing <br />to work with Mr. Stone to put in a turnaround on his property behind the <br />car wash. In order to assure compliance with Virginia Code 15.2-2006, it <br />is stated that the public purpose for which these Resolutions are initiated <br />are to fulfill the requirements of public necessity, convenience, and <br />general welfare. <br /> <br />Following discussion of the matter, the Planning Commission voted <br />unanimously (4-0) to recommend to City Council that the proposed <br />abandonment be granted. <br /> <br /> <br />
