Reynolds, Jr., City Manager

John H. Dyches, Director of Water Resources

Water and Sewer Connection Charges

The City's water and sewer cozmection charges, which were last adjusted in 1991, have
historically been based on the actual cost of installation. The attached tabulation of current
estinmted costs associated with new sen, ices indicates that increases are now justified. Listed
also are charges I recommend after considering actual installation costs, with some
consideration given to mtiformity and relative appropriateness. I would suggest that the
changes become effective 7/1/99, but the date is not critical.

No two connections are the same, so avenge costs shown in the table were estimated by
calculating installation costs assuming the main to be on the same side of the street as the
building served and also on the opposite side. Connections for water services larger than 1"
and sewer services larger than 6" are already charged based completely on the cost of
installation, so will not be affected by this adjnstment.

Statewide, connection fees vary considerably. According to the 1998 Draper Aden Report, the
avenge residential water connection fee was $846 (median was $500), and the average
residential sewer connection fee was $1,118 (median was $750). The current HCPSA water
and sewer residential fees are $1,000 each.

ff adopted as recommended!, water connection fee revenues will increase abom $2,500 and
sewer connection fee revenues will increase about $1,500.

C: Wade Bartlett, Finance

Mission Statement - It is our duty as public servants to create, in partnership with the citizenry, an innovative, responsive, and unified community where
ever',, citizen of Martinsvillc.
