TUESDAY, JANUARY 24, 1989 <br /> <br />estimated to cost $469,903.00 in 1989-90 (for Block Grant funded programs), <br />with the anticipated deficit of $10,135.00 to be partially off-set by reserve <br />funds. Mr. Nolan informed Council that no increase will be requested from the <br />City's current contribution of $28,860.00 except for a four per cent increase <br />for personnel which parallels that to be recommended by City Manager Brown. <br />Upon motion, duly seconded, and with Councilman Cole abstaining but other <br />members present voting in the affirmative, Council approved the proposed <br />restructured program and the restructured use of City funds allocated. In <br />addition, at the agency's request, Council agreed to the serving by the City as <br />grantee for a Federal grant of $30,000.00. <br /> <br />Council unanimously approved, for execution by City Manager Brown, a utility <br />easement (agreement) permitting the Henry County Public Service Authority to <br />construct and maintain a section of its Smith River Interceptor & Sewer <br />Extension line across City-owned properties situated along the southern margins <br />of Smith River, in the county of Henry, to connect to the PSA's proposed sewage <br />treatment plant downstream. <br /> <br />Upon recommendation of City Manager Brown, and upon motion, duly seconded, and <br />unanimously carried, Council approved (for execution by the City Manager on <br />behalf of the City) a renewal of a lease agreement with H. Banks Pannill, et <br />al, for use of the Pannill property on which the City operates its Depot Street <br />Parking Lot. Said lease agreement was made effective January 1, 1989, and will <br />be in force--unless otherwise terminated, per terms thereof--for a period of <br />five years, for which the City will pay rental in the sum of $400.00 per month, <br />as compared to the prior monthly rental in effect of $375.00. <br /> <br /> <br />
