<br />A special and duly-called meeting of the Council of the City of Martinsville,
<br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, January 17, 1989,
<br />in the Council Chambers, City Hall, beginning at 2:00 P.M., for the purpose of
<br />considering ways and means, in consultation with local realtors and property
<br />developers, of providing affordable housing and more housing within the
<br />corporate limits of the City of Martinsville. All members of Council were
<br />present, viz., L.D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C.
<br />Cole, Jr.; Alfred T. Groden; and Allan McClain. Also present, in addition to
<br />members of the City's administrative staff, were members of the City's Planning
<br />Commission (Mrs. Ann W. Marks, also a Realtor; James H. Ford, Chairman; George
<br />B. Adams, Jr.; Shelton H. Blackwell; Earle W. Greene, also a Realtor-Developer;
<br />and Joseph W. Pritchett); Ms. Carrie Schmidt and Mr. Thomas Gourley, of the
<br />Farmers Home Administration, U. S. Department of Agriculture; Messrs. Fred J.
<br />Betz, President, R. Noel Ward, Vice-President, and Oscar F. Cannaday, Jr.,
<br />Representative, of Nationwide Homes, Inc.; Mr. Randolph Wells, Developer; Ms.
<br />Carol Hauger, of The Lester Group, Inc., Developers; Mr. Jimmy L. Gusler,
<br />Contractor-Developer of Collinsville, Virginia; Mr. Billy Grogan, Spencer,
<br />Virginia; Mr. Forrest'Hall, Collinsville, Virginia, representing R-ANELL
<br />manufactured housing units; Mrs. Kim Norris and Mr. T~dd Gruettner representing
<br />Piedmont Trust Bank; Mr. J. B. Travis, 401 Fifth Street; and the following
<br />persons also representing area realtors, developers, and/or financial
<br />services: Ms. Pat Erickson, Mrs. Virginia H. Gilley, Mrs. Margaret W. Evans,
<br />Mr. Henry C. Wall, and Mr. John D. Wilson.

<br />After the invocation and following the stating of the purpose of this special
<br />meeting, City Manager Brown reviewed prior efforts by the City toward defining
<br />local housing needs as well as ways and means by which additional affordable
<br />
