[~ONDAY, NOVEMBER 28, 1988 <br /> <br />7. Discuss justification for (new or additional) water storage <br /> tank, etc. <br /> <br />As suggested in the report prepared by Messrs. Cole and McClain, and as <br />emphasized by Councilman Groden, Council is faced with making very'important <br />policy decisions; and, as pointed out by Councilman Cole, the Council is now in <br />the process of considering the order in which budgetary matters are considered <br />and acted upon. A discussion followed in which City Manager Brown reiterated <br />his understanding of the City Manager's role and responsibilities in preparing <br />the City's annual budgets as well as the Council's role and responsibilities in <br />acting upon proposed and recommended budgets, depicting a concept with which <br />all members of Council did not agree. After further discussion of this and <br />related matters, in which Councilmen Cole and McClain emphasized the need to <br />consider at this time and in the near future matters relating to the <br />forthcoming 1989-90 budget, e.g., the extent of guidelines Council might adopt <br />therefor, and following Mayor Oakes' summary of this meeting to this point, <br />Council agreed to continue its on-site review of various City departments at <br />times yet to be scheduled. <br /> <br />Council then reviewed the Virginia Municipal League's preliminary 1989 <br />legislative program and policy statements (many of which statements Council <br />indicated concurrence and support), covering such matters as the need for more <br />State funding for constitutional office, jail facilities, education, mandated <br />programs, plus the need to exert efforts toward persuading the General Assembly <br />to share lottery proceeds with the localities, plus other matters of concern. <br />Council then extended an invitation to the City's area State legislators to <br />attend Council's forthcoming December 13th meeting to hear in person Council's <br />position on these matters.
