TUESDAY, OCTOBER 25, 1988 <br /> <br />baseball team during its recently-concluded first season in Martinsville and <br />that he looks forward to even a better season next year. Mr. Cahill also <br />acknowledged with appreciation the cooperation and support by the Cityof <br />Martinsville. As to certain improvements in facilities yet deemed Hesirable, <br />Mayor Oakes suggested that Mr. Cahill confer with City Manager Brown and <br />Recreation Director Herbert O. Hughes to assess these needs and that the three <br />of them report back to Council thereon. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted (on second <br />reading) the following ordinance identified as Ordinance No. 88-9, which amends <br />the City's regulations--to conform to updated Section 58.1-321.1 of the 1950 <br />CODE OF VIRGINIA, as amended--under which some tax relief is available to <br />qualifying elderly and/or disabled owners of real estate in the City: <br /> <br />WHEREAS, Section 58.1-3211 of the 1950 Code of Virginia, as amended, <br />provides that the governing body of any city may, by ordinance, <br />provide for the exemption from taxation of real estate, or any <br />portion thereof, upon such conditions and in such amounts as the <br />ordinance may prescribe, owned by~ and occupied as the sole dwelling <br />of a person or persons not less than 65 years of age, and also <br />provides the same exemption or deferral for such property of a <br />person who is determined to be permanently and totally disabled, <br />subject to certain restrictions and conditions pertaining to the <br />combined total income and the net combined financial worth of said <br />persons, their spouse, and any relatives living with them; and <br /> <br />WHEREAS, in the opinion of the Council of the City of Martinsville, <br />Virginia, such persons are bearing an extra-ordinary real estate tax <br />burden in relation to their income and financial worth and are in <br />need of tax relief as authorized in the aforesaid Code section; now, <br />therefore, <br /> <br />BE IT ORDAINED by the CounCil of the City of Martinsville, Virginia, <br />in regular session held on October 25, 1988, that the following real <br />estate tax exemption shall be granted said persons on the following <br />terms and conditions subject to the following restrictions: <br /> <br /> <br />
