Councilman McClain, in addition <br />to suggesting that City Manager Brown confer with CENTEL (i.e., Central <br />Telephone Company of Virginia) officials to determine what, if any, <br />ramifications there may be from the proposed ordinance on the providing of <br />telephone service in the City, noted that in those instances where Southwestern <br />Virginia Gas Company's system serves merely as a means by which natural gas is <br />conveyed from elsewhere to local large consumers, there might be some small <br />loss of revenue to the City under the proposed ordinance. In addition, Mr. <br />McClain raised the question as to what constitutes ultimate consumers, <br />particularly in those cases where natural gas is sold to apartment complex <br />owners/operators, who include the cost of such gas in the rentals charged their <br />tenants. <br /> <br />Mr. W. Allen Adams, of HABCO Construction, to whom or to which a Special-Use <br />Permit has been issued (under authority granted by Council at its regular <br />meeting held March 10, 1987) for a townhouse project at the end of Wood Street, <br />appeared before Council and presented evidence that a corporate entity has been <br />formed (and incorporated by the State Corporation Commission on September 27, <br />1988), 'identified as the Quail Hollow Homeowners Association, which will now <br />permit HABCO Construction to proceed with its townhouse project and will enable <br />HABCO to subdivide the project property into townhouse lots (for sale) and to <br />provide certain common areas and facilities for use by owners and occupants of <br />the townhouses within the subdivision. Council unanimously accepted this <br />evidence and approved the corporate entity. <br /> <br />Council acknowledged receipt of City Manager Brown's report, as a requested <br />follow-up on Commissioner of the Revenue J.
