TUESDAY, SEPT~4BER 13, 1988 A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor L. D.' Oakes presiding, was held Tuesday, September 13, 1988, in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of Council were present, viz., L. Do Oakes, Mayor: Clyde L. Willjams, .Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. After the invocation, followed by a cordial welcome being extended by Mayor Oakes to visitors present, Council recognized--and presented tokens of appreciation to--Mr. Norman R. Stone, who was employed by the City from July 1 1974, to date of his retirement on June 30, 1988, as a Water Plant Operator, and Mr. James Walter Hopkins, who was employed by the City from January 25, 1954, first in the City's Engineering Division, until his retirement on August 31, 1988, as Assistant Public Works Director. Of the forty-eight City employees who completed five-year incremental periods of service to the City during calendar year 1987, the following twenty such employees were present for this meeting and were presented service awards: 40 Years John Wilbert Lovell* Assistant Fire Chief, Fire Department John Lloyd Gregory* Fire Chief, Fire Department 35 Years Douglas Hunter Gregory Shirley M.
