318 -- <br /> <br />TUESDAY, AUGUST 23, 1988 <br /> <br />pre-treatment processes or by the City in its treatment processes, will require <br />that the chlorine be removed before the wastewater is discharged from the <br />City's treatment plant into the Smith River (or into any waterways). Mr. Brown <br />also mentioned several ways in which the capital cost might be financed, <br />including the issuance of General Obligation-Revenue bonds. <br /> <br />In accordance with the requirements of subsection "A. 3." of Section 2-1.344 of <br />the CODE OF VIRGINIA (1950, and as amended), and upon motion, which was duly <br />seconded and unanimously carried by a recorded vote, Council convened into an <br />Executive Session for the purpose of considering (I) the acquiring of real <br />estate and (2) the disposing of publicly-held property. At the conclusion of <br />this session, Council reconvened into regular session wherein, upon motion, <br />duly seconded and unanimously carried, Council agreed to waive restrictive <br />covenants, as hereto-fore recorded and applicable to the usages of properties <br />within the City's Industrial Park, as such convenants pertain and relate to <br />Blue Ridge Fisheries, Inc., which proposes to acquire land--and operate--within <br />said Industrial Park, said waiver being conditioned upon like waivers from all <br />other owners of properties within the Industrial Park. In so doing, Council <br />authorized the execution of such a waiver by the appropriate City official. <br /> <br />In connection with a special Ad Hoc Committee's report presented to Council at <br />Council's regular meeting held August 9, 1988, recommending that Council <br />participate with City Manager Brown in his review of the staffing level of the <br />City's Police and Fire Departments, for the purposes set forth in said <br />recommendation, Council called for a special meeting of the Council to be held <br />Friday, September 9, 1988, in the Council Chamber, City Hall beginning at 8:00 <br />A.M. <br /> <br /> <br />
