TUESDAY, JULY 12, 1988 <br /> <br />concern with the fact that no "invitations to bid" on such a system were <br />extended. Upon motion, duly seconded and unanimously carried, Council adopted <br />said proposed ordinance on an emergency basis. Said ordinance is hereby made a <br />part of these minutes in the form of an addendum thereto. <br /> <br />A motion, duly seconded, to accept for introduction and to place on first <br />reading an ordinance (No. 88-3), which would amend Section 3 (Itinerant <br />Merchants & Peddlers) of Article 2 of the City's Business-Professional- <br />Occupational License Tax Ordinance by exempting from the license tax stipulated <br />therein certain community activities, carried by a vote of four-to-one, with <br />Councilman McClain voting against the motion because of his expressed <br />reservations regarding discretionary power made a part of the amending <br />ordinance. Meanwhile, City Manager Brown reported that the council has the <br />authority to specify the proposed exemptions and conditions, according to a <br />recent opinion from the office of the Commonwealth's Attorney General. <br /> <br />Upon being informed that a required agreement remains pending between Mrs. <br />Evelyn H. Stone and the Stocktons, regarding usage of a portion of an alleyway <br />which Mrs° Stone has requested be closed and abandoned (being that alleyway <br />extending from Moss Street eastward to the east side of Lots Nos. 38 and 74 -- <br />see minutes of Council's June 14th and June 28th meetings), Council continued <br />this matter pending the completion and execution of said required agreement. <br /> <br />Upon being informed, too, of the City School Board's adoption (at its meeting <br />held July 11, 1988) of a policy whereby children of non-resident City employees <br />will be allowed, beginning with the 1988-89 school year, to attend City schools <br />tuition-free, Council unanimously expressed concurrence with said policy. <br /> <br /> <br />
