TUESDAY, APRIL 19, 1988

In the ensuing discussion of the foregoing statement and in an attempt to agree
on the amount of surplus which should remain in the General Fund next year, a
motion (by Vice-Mayor Willjams, seconded by Councilman McClain) to set a goal
of not less than $300,000.00, and not to raise taxes or impose new service
fees, carried by a vote of three-to-two (Mayor Oakes expressing a preference
for a goal of $500,000.00, plus "broadening" the General Fund revenue base as
already recommended by City Manager Brown; and Councilman Groden, who
previously had expressed a preference for General Fund surplus balance goal of
$400,000.00, indicating that he was not ready to vote on the motion); however,
in an effort to achieve unanimity on this point and with all members'
concurrence, Vice-Mayor Willjams withdrew his motion, as did Councilman McClain
his "second". It was agreed then that City Manager Brown, after considering
Council's expressed general surplus goal and in conjunction with Councilman
McClain's "Budget Analysis", will make further recommendations toward this end
at Council's forthcoming regular April 26th meeting.

Mayor Oakes then declared this special meeting adjourned.

H~.~s~~kof Council
