TUESDAY, APRIL 19~ 1988 A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, April 19, 1988, in the Council Chamber, City Hall, beginning at 2:00 P.M. The purpose of this meeting, as stated by Mayor Oakes, was to receive from--and discuss with members of--the City School Board information pertaining to the operation of the local public school system and the Board's 1988-89 budget request. All members of Council were present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; William C. Cole, Jr; Alfred T. Groden; and Allan McClain. Members of the School Board present were Mr. W. W. Edwards, Jr., Vice-Chairman, Mrs. Catherine Stone, Mr. JohnnieL. Jones, and Mr. Roger D. Martin. Speaking for the School Board, in the absence of its Chairman, Mr. Worth Carter, Jr., was the Superintendent of the City School System, Dr. James. E. Calkins, who commented on and reviewed with Council a number of exhibits and schedules forwarded to members of Council in advance of this meeting. Following is a copy of the School Board's letter of transmittal describing the exhibits and schedules: Again this year's presentation will be limited to and address only the specifics of the budget proposal. Also, the enclosures of supplementary information will be reduced in the interest of clarity and understanding. The primary and supplementary enclosures include the following: Enclosure A: Significant Characteristics of the 1988-89 Proposed School Budget. Significant characteristics of the 1988-89 proposed school budget are noted. There is an additional listing of $52,894 for principal and interest in debt service as we begin the repayment on the literary loan for new roofs. The literary loan for the Vocational building at Martinsville High School will be completely repaid in the 1989-90 budget. There is a significant decrease in funds allocated for computers in the amount of $25,730. A bus at $24,500 has also been included. The School Board has built its health insurance cost based on $65 per full-time employee for the period July 1, 1988, to December 31, 1988, and on $90 per full-time employee for the period January 1, 1989, through June 30, 1989.
