TUESDAY, APRIL 19~ 1988 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, April 19, 1988, <br />in the Council Chamber, City Hall, beginning at 2:00 P.M. The purpose of this <br />meeting, as stated by Mayor Oakes, was to receive from--and discuss with <br />members of--the City School Board information pertaining to the operation of <br />the local public school system and the Board's 1988-89 budget request. All <br />members of Council were present, viz., L. D. Oakes, Mayor; Clyde L. Willjams, <br />Vice-Mayor; William C. Cole, Jr; Alfred T. Groden; and Allan McClain. Members <br />of the School Board present were Mr. W. W. Edwards, Jr., Vice-Chairman, Mrs. <br />Catherine Stone, Mr. JohnnieL. Jones, and Mr. Roger D. Martin. <br /> <br />Speaking for the School Board, in the absence of its Chairman, Mr. Worth <br /> <br />Carter, Jr., was the Superintendent of the City School System, Dr. James. E. <br /> <br />Calkins, who commented on and reviewed with Council a number of exhibits and <br /> <br />schedules forwarded to members of Council in advance of this meeting. <br /> <br />Following is a copy of the School Board's letter of transmittal describing the <br /> <br />exhibits and schedules: <br /> <br />Again this year's presentation will be limited to and address only <br />the specifics of the budget proposal. Also, the enclosures of <br />supplementary information will be reduced in the interest of <br />clarity and understanding. The primary and supplementary <br />enclosures include the following: <br /> <br />Enclosure A: <br /> <br />Significant Characteristics of the 1988-89 Proposed <br />School Budget. <br /> <br />Significant characteristics of the 1988-89 proposed school budget <br />are noted. There is an additional listing of $52,894 for <br />principal and interest in debt service as we begin the repayment <br />on the literary loan for new roofs. The literary loan for the <br />Vocational building at Martinsville High School will be completely <br />repaid in the 1989-90 budget. There is a significant decrease in <br />funds allocated for computers in the amount of $25,730. A bus at <br />$24,500 has also been included. The School Board has built its <br />health insurance cost based on $65 per full-time employee for the <br />period July 1, 1988, to December 31, 1988, and on $90 per <br />full-time employee for the period January 1, 1989, through June <br />30, 1989. <br /> <br /> <br />
