i78 <br /> <br />TUESDAY, FEBRUARY 9, 1988 <br /> <br />While I am sure the WPPDC was at one point an extremely valuable <br />conduit for federal funds to localities, it no longer performs this <br />function. And while I respect-the current staff members of the <br />WPPDC, based on my observation as a Commission member for the past <br />year and a half, I cannot for the life of me imagine what two <br />additional planners could have to do. I was quite amazed that no <br />other member from our locality or any other locality was interested <br />in taking even this small step toward fiscal responsibility. And I <br />thought you should be informed of these facts. <br /> <br />WPPDC has on hand now almost $I00,000 of-surplus funds. The FY 88 <br />revised budget will generate an additional $29,780 of surplus. With <br />all other demands for funds that are upon us, I do not believe we <br />should continue to fund additional surpluses for this organization. <br /> <br />Councilman Cole asked City Manager Brown to prepare for Council a "highlight" <br />report on a groundwater-protection seminar held a few months ago; and Mayor <br />Oakes commented on a report from the Housing Committee and on a new State <br />formula which will adversely affect the amount of funds from the State <br />Department of Education for local public education. <br /> <br />In accordance with the requirements of subsection (a)(1) of Section 2ol-344 of <br />the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br />unanimously carried by a recorded vote, Council convened into an Executiv~ <br />Session for the purpose of considering nominees for appointment to the <br />Martinsville-Henry County Economic Development Corporation and to the City's <br />Housing Study Committee. Upon reconvening into regular session, Council took no <br />action on these matters. <br /> <br />Mayor Oakes then declared this meeting adjourned. <br /> <br />W. of Council <br /> <br /> <br />
