150 <br /> <br />TUESDAY, JANUARY 12, 1988 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, January 12, 1988, <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members being <br />present, viz., L..D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; William C. <br />Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />Following the invocation and Mayor Oakes' cordialwelcome to visitors present, <br />Council recognized Mr. Alvin E. Dunkley and presented to him a token of the <br />City's appreciation for his 14-1/2 years of service as an employee of the City <br />of Martinsville, most of which was as a correctional officer at the City's <br />Prison Farm, and from which service Mr. Dunkley retired on December 31, 1987. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved (as <br />recorded) the minutes of its regular meeting held December 8, 1987, and the <br />minutes of its special meeting held January 6, 1988. <br /> <br />In response to Council's request (from its regular meeting held November 10, <br />1987) that the Planning Commission study and determine if, in the Commission's <br />judgment, the areas along East Church Street, from Oakdale Street to Booker Road <br />(and Fairy Street), should be projected to other than for residential usage on <br />the City's Land Use Plan (as currently projected), the Commission reported that <br />(following its duly-advertised public hearing conducted thereon at the <br />Commission's meeting held December 17, 1987, at which there were no speakers <br />other than City Staff members and Commission members), by a vote of <br />five-to-three a proposal to redesignate the area for professional usage was <br /> <br /> <br />
