TUESDAY, APRIL-24, 1990 <br />operation. of!a-waste-to-energy facility as an alternative to total <br />landfilling of waste generated by the City and County. The meeting <br />was attendedlby Mr. Brown, City Attorney David Worthy, Director of <br />PUblic Works Leon Towarnicki, County Administrator Lee Lintecum, <br />County Attorney Dale McGhee and representatives from Joyce <br />Engineering. Mr. Brown explained that one purpose of the meeting <br />was to review all of the legal ramifications involved as it relates <br />,to. the State Procurement Act. It was concluded by the legal <br />advisors (Mr. Worthy and Mr. McGhee) that in order-to meet the <br />requirements of the Act, the City needed to proceed with a Request <br />for Proposals as provided for ill the Procurement Act, but to <br />include in the RFP most of the requirements:that would normally be <br />listed in an..RFQ.. Mr. Brown explained that the City and County <br />needt0 determine the names of the most.qualified firms in tile <br />waste-to-energy field who are involved with the provision and <br />operation of the waste-to-energy facilities as well as costs in <br />order to.properly evaluate this alternative. The securing of <br />proposals does not commit the City and County to accepting any <br />proposal or commitment to any expenditures. <br /> <br />Council acknowledged a status report on Martinsville's rating as <br />listed in The Rating Guide to Life in America's Small Citiesby G. <br />Scott,Thomas. Mr. Brown explained that .the Administration~is in <br />the~, process of analyzing Martinsville's.rating and that upon <br />completion, a report will be given to Counci~ for consideration. <br /> <br /> <br />
