THURSDAY, APRIL 5, 1990 <br /> <br />30 <br /> <br />A special and duly-called.meeting of the Council of the City of Martinsvil]~e, <br />Virginia, with Mayor L.D. 0akes presiding, was held'Thursday, April 5, 1990, in <br />the Council Chamber, City ttall, beginning at 1:00 P.M., for the purpose of <br />studying City Manager Brown's recommended 1990-1991 City Budget. All members <br />of Council were present: L.D. 0akes, Mayor; Clyde L. Willjams, Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the stating of the purpose of the meeting by Mayor Oakes, Council heard <br />m~ overview of the proposed Budget by City Manager Brown. Tile following is a <br /> <br />summary of his comments. <br /> <br />It was no'ted 'that a great deal of time had gone into the preparation of the <br />Budget and that many meetings have been held with the various department heads, <br />agencies, and constitutional officers included in the Budget. <br /> <br />It was emphasized that the first step in preparing the Budget was to look at <br />the revenue forecasts for the four major funds: Water, Sewer, General, and <br />Electric. It was noted that, with respect to the Water and Sewer Funds, be- <br />cause of the efficiency in the use of water by major water-consuming industries <br />a decrease in water consumption has resulted, which will also affect Sewer <br />revenues. However, it is uncertain what will occur in the future with regard <br />to consumption. Following a question by Mayor Oakes, Mr. Brown stated that it <br />appears that further conservation of water is likely For the major consumers. <br />However, it is hoped that the increased efficiency will be offset by growth. <br />In the Electric Fund, a great deal of uncertainty is also seen. Both wholesale <br />and retail electrical rates may be changed in the future, thereby having an <br />impact on the amount of revenue and cost of purchased power. This Budget, <br /> <br /> <br />
