! <br />1 <br />t <br />I <br />! <br />I <br />1 <br />I <br />1 <br />1 <br /> <br />! <br />t <br />i <br /> <br /> The existing fill area, dueto new regulatory <br />requirements, will have to cease operation on June 30, 1992. <br />Closure will have to be accomplished by the end of 1992. An <br />updated closure plan, in compliance with the new <br />regulations, will have to be submitted by December 21, 1990. <br />Landfilling beginning July 1, 1992 will have to be in a new <br />facility fully compliant with the new regulations. Post- <br />closure activities (water monitoring, leachate management, <br />site maintenance) must continue for 10 years; however, <br />proposed federal regulations will increase the post-closure <br />period to 30 years. <br /> <br /> Based on original design plans, data provided by Henry <br />County and the Department of Waste Management, and waste <br />loads, we believe there is enough air-space volume to remain <br />filling at the site until July 1, 1992. This data suggests <br />that the surface of the existing fill has, in some areas, <br />exceeded the vertical limits as defined by the original <br />design plans. Therefore, the updated closure plan must <br />address the additional volume needed. The Department of <br />Waste Management will also require an interim expansion plan <br />showing the limits of the fill as designed, the present <br />limits, and future limits for filling to July 1, 1992. <br /> <br />E.2 EVALUATION OF A JOINT DISPOSAL FACILITY <br /> <br /> In evaluating joint facilities, areas near the existing <br />facilities were considered. In general, areas south and north of <br />the Martinsville Landfill were considered, and areas north and <br />west of the Henry County Sanitary Landfill were considered. <br /> <br />E.2.1 <br /> <br />NEAR MARTINSVILLE LANDFILL <br /> <br /> As indicated, areas north and south of the existing <br />site were considered. The area south of the existing <br />landfill is within the present site limits and comprises 26 <br />acres. It is estimated that the area would provide disposal <br />life for at least 4 years as a joint facility and 14 years <br />as an individual facility. For this option, the headwaters <br />of Jones Creek would continue to be piped with landfilling <br />occurring about the pipe. <br /> <br /> The area north of the existing landfill (not owned by <br />the City or County) comprises 115 acres. It is estimated <br />that this area could provide joint disposal for at least 68 <br />years and 200+ years as an individual facility. Figure I <br />depicts these sites. <br /> <br /> <br />
