11 <br /> <br />EXECUTIVE SUMMARY <br /> <br /> The following Executive Summary presents a brief summary of <br />our findings, conclusions and recommendations. <br /> <br />Eel <br /> <br />ASSESSMENT OF EXISTING CONDITIONS <br /> <br />E.1.1 <br /> <br />AREA WASTE STREAM AND RECYCLING <br /> <br /> Based on a recycling study performed for the area, the <br />City of Martinsville Landfill receives about 120 tons per <br />day (TPD) (5-day average). Residential waste comprises <br />about 41.7%, construction and debris waste comprises about <br />12.5%, and commercial and industrial waste comprises about <br />45.0%. The Henry County Sanitary Landfill received about <br />280 TPD (5-day average). Residential waste companies about <br />48%, construction and debris waste comprises less than 1%, <br />and commercial and industrial waste comprises about 52%. <br />The study area waste load is projected to increase from <br />about 400 TPD now to 411 TPD in 40 years. <br /> <br /> Limited recycling is occurring in the area. <br />Martinsville Iron and Steel Company recycles substantial <br />amounts of aluminum, bimetal cans, white goods, glass, <br />cardboard, mixed paper, stainless steel, brass, and copper. <br />Reynolds Aluminum in Collinsville recycles substantial <br />amounts of aluminum. Cycle Systems of Roanoke maintains <br />roll-off containers at several businesses for the collection <br />of recyclables. <br /> <br /> Substantial amounts of cardboard are received at each <br />landfill. The City of Martinsville Landfill receives about <br />14 tons per week, and the Henry County Landfill receives <br />about 31 tons per week. Based on these amounts, 2430 tons <br />per year is projected. <br /> <br /> House Bill 1743 mandated specific recycling goals by <br />municipalities. Proposed regulations in Virginia will <br />require solid waste management plans to be prepared and <br />submitted to the Department of Waste Management. These <br />plans will address how the recycling goals will be achieved. <br />The plans need to be submitted by July 1, 1991. <br /> <br />E.1.2 <br /> <br />MARTINSVILLE SANITARY LANDFILL <br /> <br /> At the Martinsville Sanitary Landfill, equipment and <br />personnel seem adequate for the operation. There is, <br />however, a lack of a written plan of action in developing <br />the site. Such a plan would be referenced for guidance in <br />progressing the fill and utilizing borrow areas. <br /> <br />1 <br /> <br /> <br />
