280 <br /> <br />TUESDAY:, MARCH: 13, 1990 <br /> <br />Aregular semi-monthly meeting of the Council of the City. of Martinsville, <br />Vi~ginia,=with Mayor L. D. Oakes presiding, was held Tuesday, March 13, 1990, <br />in the Council Chambers, City Hall, beginning at 9:30 A.M.. All members of <br />Council were present, viz., L. D. Oakes,'Mayor; Clyde L. Willisms, Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allm~ McClain, <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome to visitors, <br /> <br />Council approved the minutes of its special meeting held February 26 and its <br />regdlar meeting held February 27, 1990, as recorded, except for one addition by <br /> <br />Councilman McCtain, as follows: <br /> <br />Page 263 - related to the School Board's request for additional fund- <br />ing, change to read "they would not ask to spend any Surplus at the <br />end of the year if such were available".-' <br /> <br />Upon motion, duly seconded and by unanimous approval, Council set a public <br />hearing to be conducted on March 27, 1990, on a request by James D. Coleman, <br />Jr., to amend Section X, Signs, Paragraph D.3.a. "C-1 District", of the City's <br />Zoning Ordinance to allow shopping centers within the C-1 Commercial District <br />to have a ground sign which displays the name of the center and the names of <br />businesses within the center. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a request by <br /> !1 <br /> <br />the Martinsville School Board for funding for asbestos removal in the school <br /> <br />buildings in the amount of $1,522,200 to be expended in phases beginning with <br /> <br />· the current budget and extending through FY92-93. It was noted that the School <br />Board would apply for a Literary Fund Loan from the State For these needed <br />funds, but because of the State's financial situation, it is unlikely that a <br />loan can be granted at this time. In the meantime, Council authorized City <br />Manager Brown to discuss financing possibilities with Bond Counsel and <br /> <br /> <br />
