MONDAY, FEBRUARY 26, 1990 <br /> <br />Lower oDeratlonal costs: <br /> <br />A regional jail, because of economies of scale in combining many <br />prisoners at one site can have lower operating costs in food service, <br />medical care, jail administration, and overall physical plant operation. <br />There is also an increase in the efficiency of staffing correctional <br />officers. <br /> <br />Lower leaal costs: <br /> <br />The architecture of the new regional jail can incorporate in its design <br />the latest correctional concepts and building codes. The benefit to the <br />Jail Board is the potential of fewer lawsuits regarding inmate care and <br />protection of correctional staff. <br /> <br />LonR term solution to correctional facilities: <br /> <br />Although the existing jails can be repaired and expanded, the existing <br />jail sites have minimal expansion capacity and the existing jails are <br />functionally obsolete. The development of a new regional facility <br />allows the reuse of the existing jails for less demanding uses while <br />meeting today's jail needs and allowing for orderly future expansion. <br /> <br />Allows Sheriffs' Denartments to concentrate on law enforcement <br /> <br />The Jail Board will assume the responsibility of providing inmate <br />housing. The Jail Board will administrate the regional jail through a <br />professional jail administrator. The jail administrator will operate the <br />jail and hire the staff. The Sheriffs' Departments will not have any <br />responsibility in operating the regional jail. <br /> <br />Allows a safer work environment for correctional officers and <br />incarcerated nrisoners: <br /> <br />The correctional staff should not be expected to work in an unsafe <br />facility. The newer correctional concepts in architecture and <br />management of inmates provide a safer environment for the staff in <br />allowing better observation of inmates, and more back-up support <br />observation of correction officers to each other, meet life safety and <br />building codes, and have program space for the proper classification <br />and handling of inms,.tes. <br /> <br />In addition, not ali prisoners are sentenced or even found guilty 'of a <br />crime, and it is desirable that all inmates be discharged in a physical <br />and mental condition equal or better than the condition they were in <br />when admitted into the jail. <br /> <br />vi <br /> <br /> <br />
