254 <br /> <br />MONDAY, FEBRUARY 26, 1990 <br /> <br />EXECUTIVE SUMMARY AND RECOMMENDATION <br /> <br />The' facility maS, ter plan contained in this report is the direct result of the County and City's <br />collective desire to improve operational costs and meet State mandated recommendations for <br />their three detention and correctional facilities. Facilities operated by the City include the <br />Martinsville City Jail and the Martinsville City Prison Farm, while Henry County operates a <br />single County Jail facility. <br /> <br />The Henry County Jail, co-located with the Henry County Sheriff's <br />department in the County Administration Complex, houses both sentenced <br />and pre-sentenced inmates and is rated to accommodate 48 inmates. The <br />Martinsville City Jail, located in the City Administration Complex, has a <br />rated capacity of 18 and houses sentenced and pre-sentenced inmates, while <br />the City Prison Farm, operated by the Department of Public Works, has a <br />rated capacity of 35 and houses only sentenced prisoners provided by both <br />the City and County. These facilities, along with their capacities and inmate <br />sentencing status' are outlined below:. <br /> <br />FACILITY.~ <br /> <br />Henry County Jail. <br /> <br />Martinsville City Jail <br /> <br />CAPACITY <br /> <br />18 <br /> <br />Martinsville City 35 <br />Total Capacity 101 <br /> <br />INMATE STATUS <br /> <br />Sentenced <br />Pre-Sentenced <br /> <br />Sentenced <br />Pre-Sentenced <br /> <br />Sentenced <br />Prison Farm <br /> <br />Development of this plan began with a physical assessment of the three <br />facilities currently used by the two jurisdictions. This assessment resulted in <br />the finding that the City Farm structure requires significant work to correct <br />structural and mechanical problems. The cost of improvement is excessive <br />and replacement of the building is clearly more cost effective. Although <br />sound structures, the City and County jails are currently overcrowded and <br />will require major addition to meet long term needs. <br /> <br />Based upon an analysis of both quantifiable data and qualitative assumptions <br />related to the criminal justice systems of Henry County and Martinsville, <br />projections of inmate populations were generated through the year 2008, <br /> <br />111 <br /> <br /> <br />
