216 <br /> <br />TUESDAY, JANUARY 9, 1990 <br /> <br />Upon motion by Councilman Cole, duly seconded by Vice-Mayor Willjams and <br />unanimously carried, Council authorized the City Manager to transfer $6,240 <br />from the General Fund to the Asbestos Removal Fund to cover the City's share of <br />the $30,000 cost of removal of asbestos from the old Day Care Center on Fourth <br />Street for use by the New River Criminal Justice Training Academy. It was <br />noted that the other localities involved (Henry County, Pittsylvania County, <br />Patrick County and the City of Danville) have already contributed their share <br />of the cost involved with this project. Appreciation was expressed by the City <br />Manager for their cooperation. It was also noted that the contractor was <br />working on the asbesto~ removal project and as soon as this work is completed, <br />the other work on the building, such as floor covering, would be undertaken, <br />which would be paid for from Academy funds and current appropriations under <br />Building and Grounds. <br /> <br />Upon motion by Councilman McClain, duly seconded by Vice-Mayor Williams and <br />unanimously carried, Council voted not to join the Coalition for Effective <br />Local Government since the Coalition could not meet the two conditions cited by <br />Council during their December 12, 1989, meeting, viz., that the City have a <br />representative on the Coalition's Executive Committee and that the 1979 <br />immunity laws be a specific part of the Coalition's overall study. It was <br />noted that the City's initial interest in becoming a member of the Coalition <br />was to simply keep abreast of developments of all groups in the State with <br />respect to any proposed changes in the structure of local government in <br />Virginia that could affect Martinsville. It was also stated that it was not <br />the desire of the City to diminish in any way our good working relationship <br />with Henry County nor adversely affect future cooperative efforts between the <br /> <br /> <br />
