216 TUESDAY, JANUARY 9, 1990 Upon motion by Councilman Cole, duly seconded by Vice-Mayor Willjams and unanimously carried, Council authorized the City Manager to transfer $6,240 from the General Fund to the Asbestos Removal Fund to cover the City's share of the $30,000 cost of removal of asbestos from the old Day Care Center on Fourth Street for use by the New River Criminal Justice Training Academy. It was noted that the other localities involved (Henry County, Pittsylvania County, Patrick County and the City of Danville) have already contributed their share of the cost involved with this project. Appreciation was expressed by the City Manager for their cooperation. It was also noted that the contractor was working on the asbesto~ removal project and as soon as this work is completed, the other work on the building, such as floor covering, would be undertaken, which would be paid for from Academy funds and current appropriations under Building and Grounds. Upon motion by Councilman McClain, duly seconded by Vice-Mayor Williams and unanimously carried, Council voted not to join the Coalition for Effective Local Government since the Coalition could not meet the two conditions cited by Council during their December 12, 1989, meeting, viz., that the City have a representative on the Coalition's Executive Committee and that the 1979 immunity laws be a specific part of the Coalition's overall study. It was noted that the City's initial interest in becoming a member of the Coalition was to simply keep abreast of developments of all groups in the State with respect to any proposed changes in the structure of local government in Virginia that could affect Martinsville.
