TUESDAY, JANUARY 9, 1990 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, January 9, 1990, <br />in the Council Chambers, City Hall, beginning at 9:30 A.M. All members of <br />Council were present, except £or Councilman Alfred T. Groden who was out of <br />town, viz., L. D. Oakes, Mayor; Clyde L. Willjams, Vice-Mayor; William C. Cole, <br />Jr.; and Allan McClain. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome to visitors <br />present, Council officially appointed Mrs. Janice B. Lawson to serve as Acting <br />Clerk of Council in the absence of W. H. Yeaman, who was sick. Council <br />approved the minutes of its regular meeting held December 12, 1989, subject to <br />the deletion of a phrase on Page 211 which Vice-Mayor Willjams said he did not <br />say, viz., "whereas, in a tabulation reported by City Manager Brown, of 259 <br />employees, 33 (or 12.74%) are black". <br /> <br />Upon motion by Councilman McClain, duly seconded by Councilman Cole, and <br />unanimously carried, public hearings were scheduled for Council's forthcoming <br />January 23, 1990, meeting at 7:130 P.[l., on the four following items as <br />recommended by the Planning Commission: (A) Rezoning of Lot 5 located on the <br />west side of First Street from M-1 Industrial to R-6 Residential by Veronica <br />Dancy; (B) Amendment to the City's Comprehensive Plan in order to assign street <br />names to the old and new portions of Spruce Street by the Planning Commission; <br />(C) Amendment to the City's Zoning Ordinance, Section VIII, in order to omit <br />the two-acre minimum requirement for townhouses in "unified housing develop- <br />ments"; and (D) Amendment to the City's Zoning Ordinance, Section X, Signs, to <br />allow businesses within the C-2 Commercial Business District to have two signs <br />rather than the currently allowed one sign. <br /> <br /> <br />
