TUESDAY, AUGUST 22, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Vice-Mayor Clyde L. Williams presiding in the absence of Mayor <br />L. D. Oakes (who was away on vacation), was held Tuesday, August 22, 1989, in <br />the Council Chamber, City Hall, beginning at 7:30 P.M. All members, with the <br />exception of Mayor Oakes, were present, viz., Clyde L. Williams, Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, Vice-Mayor Williams extended a cordial welcome to <br />visitors present. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as <br />recorded--t~e minutes of its regular meeting held August 8, 1989. <br /> <br />In tentative acceptance of a recommendation from the Planning Commission that <br />two presently-unnamed streets situated northwest of Commonwealth Boulevard and <br />east of Fairy Street, beginning at Hensley Alley, be named Tank Street and Kent <br />Street, Council called for a duly-advertised public hearing to be conducted by <br />Council on this recommendation at Council's forthcoming September 12th meeting. <br /> <br />Council directed that a duly-advertised public hearing be conducted by Council, <br />also, at its forthcoming September 12th meeting, on a petition filed by Yellow <br />Cab Company of Martinsville & Henry County, Inc., seeking an amendment to City <br />Code Section 22-85 to revise and increase local taxi-Cab rates as to mileage <br />and waiting-time fares. Council was informed that the last increase in the <br />general taxi-cab rates was allowed in October/November of 1982. Meanwhile, <br />City Attorney David B.
