:106 <br /> <br />TUESDAY, JULY 25, 1989 <br /> <br />Council acknowledged a presentation by Mrs. Norma M. Gardner, Director of the. <br />Office on Youth for Martinsville/Henry County, in.which Mrs. Gardner discussed <br />aspects of two reports forwarded to members of Council in advance of this <br />meeting. These two reports consisted of (1) a Comprehensive Annual Delinquency <br />Plan (1988 - 1989) and (2) a Youth 'Assessment Survey (1989), with certain <br />aspects thereof being discussed or inquired about by members of Council. <br /> <br />Council acknowledged, too, receipt of a report prepared by Kevin B. Reed, City <br />Planner/Zoning Administrator, in which descriptions and assessments were given <br />on eight tracts of undeveloped land which might be considered as locations for <br />developmentof housing for low-to-moderate-income citizens. After reviewing <br />this information, Council unanimously authorized City Manager Brown to contact <br />the owners of a tract situated along or near Smith Lake Road for the purpose of <br />negotiating the possible purchase of this tract, which was deemed the most <br />suitable of the eight tracts, with the understanding by Council that the <br />purchase, if authorized, would be predicated on receiving a grant by the City <br />from the State Department of Housing & Community Development to finance the <br />costof the land, the cost of extending utilities, and street'development costs <br />as may be necessary. Mr. Brown indicated that he will report to Council on <br />this matter, as developments warrant. <br /> <br />City Manager Brown reported that bids are being invited and are to be received/ <br />opened on August 4, 1989, in accordance with Council's authorization from <br />Council's July llth meeting, for the "reconditioning" of eight'tennis courts at <br />Martinsville Senior High School, estimated to cost $62,500.00 and that, if <br />Council accepts any bid received, the financing thereof be through an <br />appropriation from the General Fund.
